缺席公听会及禁媒体采访,警方被批评不敢面对民意

昨晚在八打灵再也市政厅 ,由国会人权和良政跨党派委员会主办的第二场“向罪案宣战”公听会吸引大约300人出席 ,虽然现场气氛民怨冲天 ,但是现场却没有任何警官出席。此外,主办当局也基于“让公众可以安心发言和顾及某方面的感受”,禁止媒体采访报道。
“基于新闻自由的关系,我们无法阻止媒体进行报道。但是,我们不知道媒体会做出怎么样的报道。虽然这场公听会是以理性的方式进行,但是谁知道明天的报章却可能会出现煽情及纯粹是批评警方的新闻。” 林吉祥:重塑警队任务显然失败
“这无关媒体采访的问题,整个活动的目的是,讯息必须通过公众传达给警方。这反映警方还没有完全做好准备,以便对公众的投诉做出回应。毫无疑问的,如果警方已经准备好做出回应,这场听证会将会是公开的。” 他表示,警方高官的缺席及公听会被迫闭门进行,在在显示警方尚未准备接受改革,以成为“为人民服务的警队”,尽管之前警方声称欲重新塑造一个新远景及使命的警队。 “警方非但不感谢国会人权与良好施政跨党派委员会为创造一个有意义的讲座会,以聆听人民对各地罪案与恐惧的担忧、恐惧、希望和梦魇,反而缺席昨晚为时3小时的公听会以亲自聆听人民对巴生谷治安情况的担忧。” 他说,这场“向罪案宣战”公听会并非一项羞辱警方的运动,出席新山首站公听会的公众和媒体皆非常清楚了解这点。 “所有出席者皆有一个共同目标,即打造一只更好的警察服务,恢复国人最基本的人权,以免于罪案的威胁及恐惧,并让国人、游客及投资者能够在街道、公共场所或家中都能感到安全。” 他继称,在今年3月马来西亚皇家警察成立200周年庆典时,全国警察总长慕沙哈山曾表示警方欲“重新塑造符合皇家警察委员会建议的一个新远景及使命的警队”。 他表示,那么警方必须遵循皇家警察委员会为马来西亚警方列明的战略目标——“成为一个高效率、廉洁、诚信、致力为人民与国家廉政奉献,并尊重人权的世界级21世纪组织”。 他说,警方显然无法达致皇家警察委员会提出重塑警队新远景及使命的建议,因为警方拒绝从“为政府服务”转型为“为人民服务”的改革。 他指出,两场分别于新山及八打灵再也举办的公听会已成为无可辩驳的证据,证明警方无法维持低罪案率和让人民、游客及投资者感到安全——虽然巴生谷亦面对猖獗的罪案,但新山对犯罪的恐惧远比巴生谷更为显著。 也有出席公听会的人民公正党副主席西华拉沙同样表示,不认同当局以闭门方式进行公听会。 他指出,“公听会”顾名思义就是公开的听证会,但是当局却反其道而行,以闭门的方式举行公开听证会。 临时禁止采访,媒体感愕然
主办单位在活动未开始前,就在门口贴上通过,告知有关公听会是以闭门方式举行,媒体不得采访。 而这场公听会主持人格拉娜再也国会议员卢诚国,在活动于晚上8点30分开始时,也即场做出宣布,要求媒体给予配合,在活动开始后就离开现场,并只准在门口等候。 出 席昨晚公听会的国会议员包括国会反对党领袖兼怡保东区林吉祥、灵市北区国会议员周美芬、峇东埔国会议员旺阿兹莎、峇眼国会议员林峰成、金马仑国会议员迪温 马尼、峇都交湾国会议员范清渊、道北区国会议员卡马鲁丁查化、大山脚国会议员章瑛、华都牙也国会议员冯宝君、丹绒国会议员曹观友、格拉娜再也国会议员卢诚 国、蕉赖国会议员陈国伟、武吉免登国会议员方贵伦。 公众发言质问为何闭门举行 由于数名公众在发言时,也质问当局不应以闭门方式进行公听会,因此导致纳兹里在做总结时,不得不再次对有关决定做出解释。 “媒体的报道肯定会引起众人的关注,为了避免某方面不好受,因此这场公听会将闭门进行。警方看了报道之后,可能会想要找出是谁说过这些话。因此为了让公众安心发言,我们将以闭门的方式进行。” 一身便装的纳兹里,在公听会於约凌晨12时结束后,受到记者包围追问时,否认主办当局此举是针对媒体而来。 “我们并非针对媒体,但是我们不知道媒体明天会如何报道,也担心公众怯於发言。从新山公听会的经验来看,确实有些公众感到害怕,因为有电视台在拍摄。” 槟城公听会也禁止媒体采访 这项由国会人权和良政跨党派员会所举办的“向罪案宣战”公听会,首站在新山举行时,获得民众热烈的回响,共有逾500人出席及31人发言。在新山首站的公听会上,民众的反应可谓是达到沸腾,各种指责警方滥权、无效率、推诿责任等声音,不绝于耳。 这项“向罪案宣战”公听会共分为3站,在全国举行,包括上星期天在新山、昨晚(11日)在八打灵再也以及下星期天(15日)在槟城大山脚举行。 纳兹里指出,来临本月15日在槟城举行的公听会也将以闭门的方式进行。 |

Media Statement by Tony Pua, Economic Advisor to DAP Secretary-General
On Friday, 25 th May 2007, I’ve issued a statement inviting UMNO Deputy Youth Chief, Khairy Jamaluddin to a reasoned, collected and rational debate on “Civil Service Excellence: Quality vs Quantity”. The invite was made after Khairy demanded an apology from me, after I claimed that the record pay rise solves only part of the civil service problem and called on the Government to take the “painful but very important step of trimming the civil service sector into a leaner and more efficient ‘machine’”.
As reported in Utusan Malaysia, not only did Khairy reject the invitation for a debate, he took the stand that my invitation “disifatkan tidak matang” [was immature], “tidak relevan” [not relevant], “jelas nampak niat buruk” [clearly of ill-intent] and I was playing “politik kotor” [dirty politics].
All right-thinking Malaysians will be wondering as to how a gentlemen’s debate can be regarded as immature or playing dirty politics. It is also difficult to understand how a discussion on achieving “civil service excellence” is not relevant or of ill-intent.
It was also unfortunate and totally inaccurate for Utusan Malaysia to have described the debate as to determine the “integrity and ability of Malay civil servants” (“kewibawan dan keupayaan kakitangan awam Melayu”), when the debate was strictly on the Government’s policy towards the civil service. There was never intent in constructive criticisms of the Government’s policy to question the integrity of any particular race.
Despite the massive and many privatisation exercises conducted throughout the past 2 decades, of which a leaner and more efficient civil service of approximately 500,000 personnel was one of its key objectives, today the number of personnel exceeds more than double that target. This is one of the major failures of the Malaysian privatisation campaign for not reducing the heaving burden of the Government.
At the same time, the record increase in pay will be a waste of public funds, if the move is not accompanied by a corresponding increase in civil service productivity.
As the issues above are certainly of great importance, we will proceed with holding the public forum “Civil Service Excellence: Quantity vs Quality” as planned:

Reclaim PJ seats!!!
Dinner: Reclaim PJ Parliamentary and State seats
Congratulations to the PJ Action Team for the successful dinner held in Sg Way (Seri Setia) a while ago.
Sec Gen Lim Guan Eng and deputy sec gen Chong Eng came all the way from Bukit Mertajam and Kota Melaka respectively to give the potential candidates in PJ their greatest support.
Other speakers tonight include Lau Weng San (PJ Action Team Chairman), Ean Yong Hian Wah (Selangor state chairman), Liew Ching Tong ( DAPSY leader), Thomas Goh ( PJ Action Team Treasurer), Tony Pua ( Economic Advisor to Sec Gen DAP), Rama ( Chairman of Kg Tun Razak ).
In my speech, I criticised the MCA local elected reps for not helping the residents and villagers. I also explained what has happened to my OSA case ( no fruther development) and the compensation I won from the case against the former IGP some six months ago was still not paid to me.
I did an opinion poll on the spot and to our delight, majority of the supporters said Yes to opposition cooperation; only 3 persons said No. I have no time to ask them why but I did use the opportunity to explain why we should get the opposition parties to work together.
In my speech, I explained why DAP leaders believe that the coming GE will fall in November this year ( NOV 25, to be more precise) or latest by March 2008.
I also expressed my deep regret that the voters who lived in Jalan 4 and Jalan 18, Sg Way were fooled by Chew Mei Fun and Dr Wong Sai Hau in the 2004 GE. They were promised land titles immediately after the GE but guess what, their homes were all demolished by the authority in 2006. Both Chew and Wong did not even give it a fight. Not only that, they even failed to get the rightful compensation for many of them: No monthly rental subsidy of RM120 per family. No transport/ moving cost subsidy. No homes for second family…
But it’s too late for the residents who have trusted Chew and Wong. Chew has even gotten a promotion after the 2004 GE. There’s nothing the villagers can do except for voting against the two in the coming general elections.
Other speaker touched on issues such as mother tongue education, quality of tertiary education, freedom of religion, the importance of voters registration, rampant corruption and abuse of powers, increasing crime rates in PJ and Selangor, the restructuring of police force to fight crimes, the reasons for strengthening the DAP and other opposition parties, the NEP and income divide, the sexist Umno MPs ( we played the video clips of the relevant Parliamentary seating) and what should we expect from a state assemblyman and Member of Parliament.
Everyone in the audience agrees with DAP speakers that Malaysia is not a better place to live after Abdullah has taken over from Dr Mahathir. We were all greatly disappoineted with the performance of Abdullah Ahmad Badawi.

| The fire and rescue department under Ong Ka Ting’s ministry is once again proven inefficient. The fire that killed 5 in a family in Kg Cempaka recently could have been avoided if Ong’s department was efficient. I have done an investigation and found that the fire brigade did not show up after the villagers have called several times. The villagers have no chice but to drive to the fire stations nearby to bring the fire brigade to the scene.If the department was efficient, it should take only 5 minutes because from SS2/Damansara to Kg Cempaka in the middle of midnight is really not far at all. One of the local MCA chaps claimed that the department took some 25 minutes “only” to arrive at the scene. Others witnesses said the department only show up after some 45 minutes after the call.And to make things worse, the hydrants nearby were found to be “useless” as the water pressure was too low according to a policeman I know. He was there early to try to help.Witnesses told me that Ibrahim and Amin were the only two who really tried to help to put off the fire although they were other police personnels around.
This is not the first time that the hydrants in Kg Cempaka were found to be lacking. The fire that burnt down some ten houses more than a year ago also partly due to poor hydrants. It was wrong for the PJ Utara MP to claim that the hydrants were in good conditions. She was lying through her teeth to defend her boss’ department. DAP has decided to lodge an official complaint to Ong’s ministry next week. DAP PJ Action Team donated some RM300 to the three affected families last night. Guang Ming Daily has the story… |

(吉隆坡訊)八打靈再也北區國會議員拿汀巴都卡周美芬對千百家村梁家一家五口疑遭人縱火燒死的慘劇感到悲痛,致使她週六(10日)仍拖著沉重的心情“辦公”和出席活動。
雖然選區發生慘劇,周美芬週六仍按照時間表,一早在馬華總部處理會務及主持會議。可是她的心情明顯非常沉重,眼眶泛紅,臉色沉重,談話語調沉緩。
她說,週六晚上到愁雲慘霧的靈堂時,看到死者妹妹哭得死去活來,她也感到難過,不懂得說些甚麼安慰的話,只能要他們節哀順變。
她聲稱,她與死者一家人雖不熟悉,但因她的服務中心和死者的住家都在附近,進進出總有見到面,也有寒暄過數句。
“我新春團拜時曾和死者的妹妹閒話家長,誰知道再見她時,卻是在這種讓人難過的場合。”
她說,她已要求福利部給予援助,村民也自動自發的籌款協助辦理後事,讓人感到人間溫情的一面。
當議員首個發展地點
“我與千百家村有淵源”
周美芬與千百家村有著一段很深的淵源。她的老家在SS25,與千百家村仳鄰,千百家村內的商店是她光顧購物的老地方。當上國會議員後,千百家村更成為她首個發展重任。
周美芬說,她在第一屆任期內,便把很多心血放在改善及提昇千百家村內,其中千百家村的水患和火災一直是她的隱憂。
她提到,千百家村在政府撥款提昇河道工程後,水患問題已大大改善。至於火災的防範,她也積極在村內增設救火栓,也致力於勸道村民領養救火栓。
“千百家村內的巴剎已擴建,路也加寬了,很多屋子也改建成磚屋,整個環境比以前好多了。”
周美芬唉嘆的說,此次的火災與防範無關,救火栓的操作也正常,可是悲劇還是發生。
她說,她不可能確保火災不再發生,但她會提醒村民不要隨便在家中放置易燃品,以設法把可能發生不幸事件的機率降低。
“我也會要求八打靈市政局採取取締行動,對付一些沒有良好管理倉庫的人士。”
消防栓沒水
拖延拯救行動
行動黨非政府組織局主任劉天球表示,據他所知,消防車在抵達火災現場時,距離現場最近的消防栓竟然沒有水,才拖延了拯救的行動。
因此,他希望政府督促消拯局,經常檢查全國各地的消防栓,才可以在必要的時候立刻派上用場,及時及時拯救人民的性命和財物。
劉天球是與雪州行動黨主席歐陽捍華,以及一眾行動黨黨員,到靈堂慰問死者家屬和拜祭枉死的5人時,發表上述談話。
行動黨也將每戶受害家庭100令吉的暫時援助金交給受害家庭。 (光明日報‧2007.03.11

Be more circumspect rather than exploiting the current stock market rally

The above comment came from a local stock market specialist. But he cautions Malaysians to be more circumspect rather than exploiting the current market rally and be patting ourselves on the back.
He commented that “for the politicians and policymakers, stock market rally can be very ego boasting (when the market rallies, they would claim all the credits but when the market drops, they would pass the buck to people like George Soros).”
“Why?A stock market rally seems to be telling the whole world that everything is fine with its economy and that the government has adopted the right policies”.
“Generally speaking, this is true but the stock market rallies for all kinds of reasons and some times, the market rally can be self-deluding or what is worse, the rally generates complacency among the politicians and policymakers and painful but necessary decisions are not made or postponed until it is too late. Then, the market crashes. The Great Asian Crisis in 1997/98 is a classic example of how rallies in stock markets can camouflage structural problems until it is too late and the day of reckoning comes in full blast”.
The specialist opines that the way to manage a country or company is in a sense , very simple and commonsensical. ” When things are fine and dandy, do not become overconfident;instead get ready for the storms ahead. This way, when the storms come, which eventually they will, one will not be so wounded or so devastated that one cannot recover forever or that the recovery takes such a long time to come. The storms, like the bright sunny days, will eveuntually pass and the whole cycle repeats. Take advantage of the storms and and use them to ensure that the eventual bright sunny days do not get to be so blinding”.
The essence of this specialist criticisms was that the government under the leadership of the former prime minister implemented very short-term measures that greatly reduced or attempted to reduce the pain of the Great Asian Crisis. “In so doing, the government ignored the the adverse long-term implications of its actions and decisions. Instead of using the Great Asian Crisis to implement serious structural reforms, the government went for quickies. And we all know what quickies are like. Instead of using the crisis to prepare Malaysia for more and greater challenges, it went round blaming others for its follies.”
” In many respects, Malaysia has paid a heavy price for this and is still paying the price for ignoring long-term problems. By shielding Malaysia from the harsh and painful realities of market economy, we now have a Malaysian workforce that is hopelessly complacent and in the process, losing out to the many fast rising regional competitors.”
With the KLSE CI rallying, the specialist is deeply worried that our world-class complacency would become universe-class. “As the LKSE CI rallies, the politicians and policymakers would surely sit back and pat themselves for a job well done . Such self-prasing and complacency can be very infectious and soon Malaysians from all walks of life would fall into the same mental trap. Then, when the next crisis hits us, totally unprepared again. A few rounds of such a crisis, very quickly Malaysia would be in an economic quicksand”.
The specialist’s analysis is directed at the politicians and polymakers and Malaysians from all walks. Do not be seduced by the current market rally into thinking that we are on our way to developed status. Do not postpone the major structural reforms needed.

IGP claims that politicians asked police to close one eye
Tan Sri Musa Hassan claims that some politicians at higher places “campur tangan” with the police force. Musa’s confession confirms what we used to know for a long time. Many detainees in Simpang Renggam were released soon after money has changed hands between their familiesand the Chinese-based BN party.
But we expect Musa to take actions instead of just telling us the truth. Likewise, the Prime Minister must act immediately to find a remedy unless he himself was guilty of such “sin”.
Musa has also admitted that “because of closing one eye, the police has failed to curb crimes effectively”.
He also expressed his concern that the Custom has in the past let in foreigners “too easily”. Musa has indirectly saying that many Custom officers were on the take.

(吉隆坡訊)全國總警長丹斯里慕沙哈山今日(週五,16日)感嘆,警方打擊犯罪問題時,有時會面對身不由己的情況,因為有些政治人物會要他“睜一隻眼閉一隻眼”。
他說,要是警察貪污,就會讓壞份子伺機而入犯案,是警察睜一隻眼閉一隻眼所致。
“但有時政治人物也會叫我們睜一隻眼閉一隻眼,這又是一個問題。”
慕沙哈山週五受國家語文出版局之邀,主講“大馬罪案與社會價值觀的改變”課題時,提出他的觀點。
關卡松懈犯罪份子易入境
“警察是保護社會與國家安全的人,若因犯事或貪污而被人民投不信任票,整個國家都可毀掉,鄰國就有這種例子。”
他承諾若有警察被發現貪污,他一定會採取行動,並已發出警告。自他上任以來,有許多警察被採取行動對付甚至革職。
另一方面,慕沙哈山認為大馬邊境、機場及港口等關卡的系統過於松懈,以致犯罪份子有機可乘,前來大馬犯案,因此警方將與移民局及關稅局合作加強執法。
他說,非法外勞、外國妓女甚至犯罪份子可輕易出入境,他認為關卡的檢查工作不夠嚴格。
建議設立外勞集中居所
“有些入境者沒有受到查問就輕易過關,移民局人員應該詳問他們所攜帶的款項數目及落腳處等問題。”
不過,他表示已有一個加強執法的良方,並已在週四與移民局及關稅局高層開會討論,以緊密合作。
“我週五早上也會見了首相拿督斯里阿都拉提出這個建議,首相同意我的看法。”
在建築工地聘用外勞的問題上,他說,事實上他曾向政府建議強制承包商準備一個集中居所給這些外勞,並且嚴加控制他們的出入,這種有系統的做法將易於警方進行監控。 (星洲日報‧2007.02.16)

趋前发言的公众大部分是中年人士,来自各个种族、阶层和地区,其中不少人是代表当地居民协会发言。许多人提出本身的遭遇,不满国内治安严重败坏,而警方对于犯罪率高涨显然束手无策,并且没有尽力和妥善处理民众的投报。
也有公众不满一些地区的警员与居民的人数不成比例,无法妥善照顾有关地区的治安问题。他们呼吁政府增加和善用警力,包括从警方其他部门如行政部和政治部调派过剩的警员处理治安问题,并重新聘用年届55岁退休的警员。
国会人权和良政跨党派委员会主席纳兹里在致开幕词时表示,主办当局不想任何方面觉得成为这场公听会的抨击对象,为了顾及各方包括警方在内的感受,因此这场公听会是以闭门方式进行。
针对媒体受禁止采访报道,国会人权和良政跨党派委员会署理主席林吉祥受询时,对公听会以闭门方式进行表示遗憾。
纳兹里昨日较早前曾经发出通告给媒体(没发给《当今大马》),要求他们别采访今晚位于八打灵再也市政厅举行的第二场公听会。由于事出突然,许多媒体依然派员到场采访。
林冠英今天发表文告说:“环城大道控股的初期资金成本是马币13亿2700万元,包括资本利息马币1亿4230万元,而这为期30年的特许合约,让它牟取马币270亿6600万元税前盈利及马币188亿6500万元的税后盈利。从投资马币13亿2700万元中取得马币188亿6500万元的税后盈利,其所带来的是1322%的惊人投资回酬。换言之,到了2029年,环城大道将赚取比投入资金多出13倍以上的回酬。”
